Unpack the hardware information from the FPD Electronics, making it accessible for the Level3 filters and offline programs. This includes unpacking of the Analog Front End (AFE), Luminosity Monitor (LM) and Trigger Manager (TM) boards.

10/May/2001: Discussions with Rich Partridge have not gone far since he wants to concentrate efforts on finalizing the hardware. Delayed untill further decision.
